Located in the extremely picturesque Blue Ridge Mountains, the racecourse of Shenandoah Downs, based in Charles Town, was one of the most popular in the state of West Virginia. It held its inaugural meeting on 1st May 1959 on a 5 furlong oval dirt track with 3 ½ furlong and 6 furlong chutes sharing a 180 metre home straight. It was an ambitious project, because the grandstand could seat 15,000, but that figure was never reached. At one stage it was able to offer over 120 days thoroughbred racing per year, although this included many floodlit night meetings. Its principal race was the Tri-State Futurity, but after 20 years the track closed on 3rd January 1979 when its owners realised that with Charlestown racecourse so close, there was insufficient appeal for two racecourses to both be viable.
